Glossary

The Official Journal of the European Union (OJEU)
the database holding adverts, cancellations and award notices for contracts which are being tendered in accordance with the EU procurement regulations. European public sector clients are required to advertise in OJEU subject to certain thresholds.
Contract Advert
a record posted on the OJEU containing information specific to a contract being advertised. The information will allow interested suppliers to bid for the contract.
Request for Quotation (RFQ)
an RFQ is issued when an organization wants to buy something and chooses to make the specifications available to many other companies so they can submit competitive bids. Also known as: RFP, Request for Proposal
Request to Participate (RTP)
formal notice given to a contracting authority confirming that a particular supplier wishes to take part in their competitive tendering process. Release of tender or PQQ documents will usually follow.
Pre Qualification Questionnaire (PQQ)
the questionnaire issued at the first stage of a two stage competitive tender which allows the contracting authority to assess the interested parties’ suitability to the contract being advertised and arrive at a short-list of appropriate suppliers who will be invited to tender.
Expressions of Interest (EOI)
a collective term used to describe either the PQQ stage of a competitive process or the initial contact requested by a client expressing the suppliers’ interest in the project (similar to a RTP).
Invitation to Tender (ITT)
the information issued to suppliers at the final stage of the competitive tendering process, the ITT will request all the information necessary for the contracting authority to appoint.
Technical Panel
this panel carries out the initial expert review of submissions in a competitive process both at PQQ and tender stage; the outcomes of this review are passed on to the Jury for further evaluation.
Jury
a selection committee who play a pivotal role. Firstly, as a final decision making forum, concluding the process, the technical panel began. Secondly, as visible proof to stakeholders and competitors that the selection process is even-handed. Thirdly, providing an opportunity for stakeholders to balance priorities and guide the subsequent design process.
Award Notice
notification which confirms details of supplier(s) successful in bidding for a particular contract.
